Overview of Directorate
Bule hora University Ethics and Anti –corruption Directorate is established based on Proclamation No 144/2000 in July in 2012 of the council of Ministers of the Federal Democratic Republic of Ethiopia with overall duty of coordinating ethical issues and advising the president on such matters.
Mission
In cooperation with relevant bodies to ensure transparency and accountability in Bule hora University operation by Promoting anti- corruption education, Preventing corruption and impropriety report corruption offences to the president and federal Ethics and anti- corruption commission.
Objectives
  • Endeavor to create University employees who do not condone corruption by promoting ethics and anti-corruption education, work ethics, professional ethics, conscience of serving the public and sense of duty among employees.
  • Prevent corruption and impropriety in the University.
  • Endeavor to cause acts of corruption and impropriety be exposed and investigated and appropriate actions be taken against the perpetrators
Organization
  • The Ethics and Anti-Corruption Directorate is headed by a director and two experts.
Brief description of the office and focus areas
The Directorate recognizes and commits itself toward the pursuit of the vision, mission and value of the university. In light of this, the following are the main and/or focus areas of the office so as to ensure ethics and good governance in the university;
  • Conduct continuous awareness creation activities on University ethics and good governance issues; through different ways;
  • Ensure the overall system and sub-systems of the university are well established transparent and serving the purpose;
  • Engage all the university community in the fight against violation of ethics and corruption;
  • Build a university environment free of all kinds of malpractices;
  •  Carry out scientific investigations of the corruption symptoms and rent seeking tendencies in all campuses of the university;
  • Take corrective measures on committed corruption and/or unethical behaviors based on evidence.
               Accountability
  • The Ethics and Anti-Corruption Directorate is accountable to the University President & FEACC.
  • Branch offices are answerable to the branch Deans and director of the respective colleges, and institutes.
  • The branch offices shall work closely with their respective head offices.
Functions: -
Bule hora University Directorate of Ethics and Anti-Corruption shall:
1) Raise the awareness of officers and staff of the university on anti-corruption policies, anti-corruption laws, regulations and directives, good conduct and the harmful effects of corruption;
2) Follow up on the observance of anti-corruption policies, laws and rules and procedures of the University; and advise the University President on their implementation,
3) Initiate and submit research proposals to the Commission and make the University President aware of the same immediately; conduct research on ways of correcting modus operandi vulnerable to corruption and impropriety on its own or in cooperation with others, and submit recommendations to the President, and upon approval, follow up on its implementation;
4) Advise the University President on ways of promoting ethics; strengthen a sense of duty and the protection of employees from reprisal measures so as to encourage disclosure of corruption, and follow up on the implementation of the same;
5) Record and report to the Commission and make the University President know the same immediately, any incident of corruption it has observed or brought to its attention through whistle blowing, and follow up on the status of the case;
6) Receive and verify reports on ethical violations in accordance with the rules and directives of the University and submit to the President recommendations on further investigation and measures to be taken, and follow up on the implementation of the same;
7) Report serious ethical violation to the Commission immediately and make the University President aware of the same;
8) Ensuring that no one made on employee is pressured as a result of exposing corruption and ethical infractions;
9) Follow up on measures taken based on findings or suggestions by external or internal auditors as well as the report of disciplinary and grievance committees and report the same to the President, copying the Commission and the supervising authority of the University on the correspondence;
10) Maintain a list of detailed information about officers and employees of the University who may be regarded as vanguard and exemplary in combating corruption and impropriety; make the university President know about the initiative and submit the same to the Commission when requested;
11) Coordinate activities regarding the promotion of ethics and combating corruption and impropriety in the university;
12) Prepare and submit to the President and the Commission, annual plan, program and budget for its activities, and implement the same upon approval;
13) Prepare and submit to the President, keeping the Commission copied, quarterly and annual performance reports, including challenges faced and measures taken to overcome them;
14) Carry out other duties related to ethical issues specifically given to it in accordance with the relevant laws.
